UA STANDARDS OF EXCELLENCE
FOR
UNITED ASSOCIATION LEADERSHIP POSITIONS
Within the pages of this booklet you will find the United Association Standard For Excellence policy for Leadership Positions. This policy sets forth the fundamental principles underlying all that Leaders of the membership of the UA are expected to adhere to in the continuing promotion of the well being and dedication to the Standards of Excellence policy that we as members are expected to follow.
We encourage all Leadership Positions to keep this booklet handy and refer to it from time to time when there is any doubt as to what you are supposed to be doing as our elected leaders.

LEADERDSHIP RESPONSIBILITIES
To ensure the UA Standard of Excellence for Leadership Positions platform meets and maintains its goals, the Leadership ( ie: President, Vice President, Financial Secretary/ Treasurer, International Representative, Apprentice Instructors, Business Managers, Business Agents, Job Stewards, and any other person, whether elected or appointed, that is supposed to be a representative of the membership of the UA), shall ensure:
1. That all contracts signed will be 100% of the negotiated wage package for that jurisdiction in which work by the membership is to be performed. There are no longer to be any National Contracts (Sweetheart Deals) under the guise that " it is the only way we can compete with the non-union sector". We as members know this statement to be false as we have been forced to work side by side with said non-union sector and have found their wage package exceeds ours in many cases.
2. Adhere to the Constitution of the UA and any and all By-Laws legally voted on by the Local membership in any said jurisdiction that work is being planned and performed.
3. Meet their responsibility to be fit for duty, ensuring a strict policy of zero tolerance for abuse of the memberships monies including Health and Welfare Funds, Pensions, etc., etc....
4. Be productive and keep non-productive time to a minimum. (No need to describe these activities)
5. Hear and respond to reasonable and legitimate concerns of the membership in regards to work conditions, safety, hours, the hiring of unqualified personell and forcing the membership to work with them even when it poses a serious safety issue, the incredulous practice of delaying the transfer of a travelers monies to his/her home local causing the delay and/or cancellation of his/her health benifits.
6. Replace or return to the out of work list those leaders that show an inordinate amount of ineptitude to carry out the duties of their position.
PROBLEM RESOLUTION THROUGHT THE STANDARDS OF EXCELLENCE POLICY FOR LEADERSHIP POSITIONS
1. The local union membership will be allowed to correct any problem with the leadership on the local level without interference from the UA. We elected these leaders here at home and we feel that we are best suited to deal with these ineffective leaders. We will not have to wait until an elected official serves out his/her term in office to correct a matter that we feel is detrimental to the well being of our Local Union.
2. In reference to our leaders on a National Level: See item 1. of this section and replace Local Union Membership with United Association Membership.
Brothers and Sisters, I feel that our leadership should have a Standards of Excellence policy to live up to just as they expect us to live up to theirs. I am sure that there are many other items we can add to this list. Please feel free to do so. Keep it real if you can. Maybe this will make it all around the UA and we will have the BROTHERHOOD we all have been looking for.

SECTION TWO: PROBLEM RESOLUTION THROUGH THE STANDARDS OF EXCELLENCE POLICY FOR LEADERSHIP POSITIONS.
3. The elected or appointed officers - at all levels - will be subject to recall at any time, by the membership, for non-performance of duties, acting against the best interests of the membership, financial malfeasance, etc., etc. If such a recall is successful, the recalled officer will never be allowed to run for, or hold, any office at any level again, including in a temporary capacity.
SECTION THREE: ELECTIONS AND VOTING.
1. The leadership, at ALL levels from General President down to local officers, will be term limited for a period not to exceed 2 terms. After the 2 term limit is met, no officer may hold another office, in any capacity, at any level, for a period of 10 consecutive years. The 2 term limit shall be inclusive of any and all offices at all levels. Said leadership positions, elected or appointed, will derive ALL their powers directly or indirectly from the body of the membership, and will be administered by persons holding their offices during the memberships pleasure, during good behavior.
2. Beginning immediately, the 'General Convention' will be abolished, and ALL elections will be of a general type, whereby each member will vote for ALL elected positions. If a member in good standing is not able to vote in person for any reason, upon their written request at least three weeks in advance of an election, they will be allowed to vote by absentee ballot. The previous statement regarding absentee ballots will also apply to all Local Union elections.
3. Mergers of 2 or more local unions will be abolished, unless the individual local unions petition the U.A. for such a merger. When such a petition is submitted, and verified, the respective bodies of said locals will vote for or against acceptance of said merger. ONLY upon the combined bodies acceptance will the merger be allowed.
